Most states are no tax for any quantity.
Only california is that weird.

Certificate gives you guaranteed 5%.
If Inflation for 2024 is 20%, you lose 15%.
If silver goes up with inflation, you are at par, versus the guaranteed 5%.

So, if inflation gets worse, and a McDonalds burger goes up again, the stock market goes up again like it did 30% in 2023, and silver goes up 30%, you technically got poorer by 25% holding a certificate.

If inflation holds, and burger prices hold, silver holds... then you lost 5%.
