It seems like it's neither. The page says to use the suction to get it to stick to the pool floor and in 10 seconds it releases and shoots up to 6' in the air.
Seems pretty cool if it works. I grabbed one even if the original price is inflated

speaking of superbowl i saw a commercial of a dad and son using similar shape submarine-like devices that looked fun you can ride from behind. Any idea what it's called and how much?
That one looks like the super luxury version. I've seen cheaper versions before. Seems like they had either mechanical issues or safety concerns and never really stuck except for in niche rental markets.
