I didn't know anything about rpgmaker until googling it right now, but it seems like MZ is actually the latest version, although it's not yet as mature as MV, and it's $40: https://store.steampowered.com/ap..._Maker_MZ/
It seems like each version is substantially different so if you're going to sink a ton of time into learning how to make a game with this, it might not be worth learning an old version just to save $30-$40.
Particularly, XP seems to be ancient and only runs on windows so it's probably worth paying at least the $12 for MV so you will be able to distribute the game you make on other platforms like android/ios, but realistically unless you consider your time worthless it's probably better to buy MZ or not buy it at all

Contrary to the name, this is not specific to Windows XP. Its from 2005 so was made during XP timeframe. But it works on new OS too.
I just installed and launched it fine on my Win 11 laptop. (didn't exhaustively test)
