Apple refurbs look brand new, but they charge WAY too much for them. I'd much rather pay $599 for this iPhone 13 Pro 512GB than pay $929 from Apple so I get a few % more battery and a longer warranty.

They could be Apple refurbs that were then used again and "refurb'd" by Amazon.
