The MSRP is a total joke, but one valid case for the $400 price point would be using this device as a 24" touchscreen monitor and charging/docking station. Unfortunately it is not clear looking at the instructions as to whether this functionality, including touchscreen support, is available via a single USB-C or does require a USB-C connection and HDMI (plenty of desktop touchscreen monitors require both, whereas a number of portable touchscreen devices have migrated to supporting a single USB-C connection).
Of course, if you just need a desktop touchscreen there are sub-$300 options from Viewsonic out there. woot! even has cheaper options if you're specifically seeking a docking-station oriented display.
