This is an excellent price on what I consider to be the best USB-C charger out there today.

It supports all the latest fast charging standards.
It's lightweight.
It's incredibly compact.
It's not unbalanced, which means it's not likely to fall out of most wall sockets.

Most importantly, it's MORE versatile than the big multi-port chargers that people seem to love. I travel with this single tiny charger and it is shared by my laptop, my phone, and my watch. How is that? For overnight charging, I plug the laptop into the Anker 715, and then I plug the watch and phone into the USB-C and Thunderbolt ports on the laptop. If I need a quick charge at any point during the day, I can plug the phone directly into it. Travel light!

I had Anker's more expensive 100W 3-port charger and returned it because I realized I just didn't need all those ports and wattage (and weight).

Of course while 65W is plenty to charge most laptops, it won't charge the biggest gaming and graphics-focused ones (check your own laptop's specs). My ThinkPad draws 65W, but much like a modern cell phone, only when it's charging from near-dead. Most of the time it's drawing 40-45W.
Yes it will charge a laptop. Unless you are using a gaming laptop 65w is the standard max charge they use anyway. Most likely will charge your laptop just as fast as the OEM.
This is the exact one I carry on a daily basis. Most laptops top out at 65w but will charge just fine with 45w.

It's a decent charger. Bring to work daily. Wish it's bit lighter and smaller. Not a con, just nitpicking.

As you've pointed out yourself, it's not 100% accurate. It's accurate if your laptop draws more than 65W. Most laptops are not high-powered gaming or graphics laptops and do not draw more than 65W.

Would the USB C cable limit this in any way? I have a lot of USB C to C cables that I don't use much because most of my chargers are A to C. However I wonder of their quality.

It only happens if your laptop requires more than 65W. Most 13-14 inch laptops with low-wattage CPU and no dedicated graphics card are shipped with charger of 65W or lower. Examples: Macbook Air (13" and 15" -- only require 35W), Macbook Pro 14" with 8-core CPU, XPS 13, Zenbook 14, Yoga 14", ThinkPad X/T14/Z13... the list goes on and on.

I don't know what gave you the confidence to say "100% accurate".

I use this charger for my MacBook when traveling. Then my MacBook charges everything else. So one charger. And still way too many F-ING cords. But less chargers!!
