Would like to share that arctic released new liquid freezer iii which has significant upgrade from previous generation. The prices doesn't seems to be a "sale" since it's way lower from msrp from the start, but it definitely performing better than previous generation.

I'm contemplating a 420mm but i know i don't need that much cooling and in the case i need to change fans 140mm isn't as cheap as 120mm

My current 280mm does fine but will look pathetic if i don't fill in a certain space in a case well enough

360mm has so much more case compatibility as well depending on your orientation it could limit you based on components

Is there way to find out if any of these coolers will fit my case other than the cooler's measurements?PCPartPicker says the ARCTIC Liquid Freezer II 240 fits (and the III appears to be the same size) and not sure how accurate that is. I have the Cooler Master MasterBox Q300L MicroATX Mini Tower case

Don't solely rely on pcparts or even the manufacturer. Read the link I posted the Mfg said it would not fit and they were wrong. You need to measure yourself and look at drawings to verify if you want to be 100% certain

Go on cooler master website and look at the cases with the specs or newegg will have reviews on radiator sizes

7800X3D doesn't draw enough power to really benefit from an AIO. Air cooling will be sufficient for it to boost, will be cheaper, and has fewer things that can break/go wrong (ie pump failure, corrosion, leaks)

If you want the AIO for aesthetics or for your case design that's one thing, but I've been piecing together a 7800 build and I'm planning on using a tower air cooler

Alright, that sounds good.

I've read about changing some settings for CPUs to draw a lot less power but lose only a fraction of the performance. I am not sure what it's called but do you know anything about that? Underclocking? Undervolting? Not sure if I should even be messing with that stuff.

So to sum up a bunch of comments, videos online, and other forums, if you have Intel, these won't sit flush with the CPU using the stock mounting brackets and require an aftermarket mounting bracket (Artic has them). However, this may void your warranty. If you have AMD, you're fine. Might be best to wait until they fix this issue if you're using Intel.

7800X3D is a very efficient CPU, especially compared to current gen Intel which will easily produce enough heat to need an AIO.

You don't need to do anything to the CPU really, although if you do feel like it you can mess with the PBO tool in the BIOS which will let you tweak some undervolting settings. But outside of benchmarking utilities or highly multithreaded workloads like rendering video, you're probably not going to see much of a noticeable difference messing with undervolting

I have one in it, I had to remove the front fans and it's placed in there, not really attached. It's not ideal but it works perfectly and got my 13900k under temp control much better than the NH-15 I had installed.
