The $20 jacket at 32 degrees has polyester filling. That will be nowhere near as warm by weight as a down jacket.
32 degrees does have a true down jacket like this for $25 but it doesn't have a hood and the fill power of the down is only 580 vs 650 on the Columbia. Plus the Columbia is backed by an actual warranty.
Up to you if that's worth 3x the price but no, they are objectively not the same quality.
