(Totally guessing...) but it feels like the reps get bonused on the new accounts they sign up. So if you find the right rep, they'll have you cancel your current plan, then start on the new plan, and that rep would get the credit.
And don't ever feel like you're screwing over Comcast. I had Comcast Business for 1Gig for 2 years at $100 per month. The DAY that it ended, they jacked me up to $300 per month. I didn't notice it for 2 months. Once I did, I switched to regular Comcast for 900MB for $60. If I didn't cancel, they would have happily charged me $300/mo for my service I'm now getting for $60.
If they're offering it...you deserve it. Good luck!

Can confirm these prices for new customers my SF Bay area neighborhood, 2-year rate, no term contract. But this time, there were no good deals for existing customer when I logged in, and I read in another forum that the store employees no longer have any power to offer retention deals. Since AT&T Fiber just landed on my street in the last 12 months, I decided to give it a try - there's no contract, so I can switch back to Xfinity anytime. Here are the new customer rates for both:
$40 400/10 Xfinity Fast (BYOD)
$50 400/100 Xfinity Fast (w/modem)
$55 300/300 AT&T Fiber
$60 800/20 Xfinity Superfast (BYOD)
$65 500/500 AT&T Fiber (actual 600/600)
$65 1000/35 Xfinity Gigabit (BYOD)
$70 800/100 Xfinity Superfast (w/modem)
$75 1000/100 Xfinity Gigabit (w/modem)
$80 1000/1000 AT&T Fiber
So confirming $50 for 400Mbps from OP also includes optional 24-months free for their modem (my last one was XB8) and unlimited data; or $10 less if you bring your own modem.
Xfinity 100 Mbps upload with their modem only because they enabled mid-split upgrade on my street, which is not widespread; otherwise upload speed is the same as BYO modem (so only benefit for their modem is no data cap for most).
