Looks like it's shipping only, no store pickup. $17.50/TB is a solid price for a portable hard drive that doesn't need an external power source, but YMMV on quality; some people have reported issues with Seagate drives.
These are SMR drives, making them great for storage and archiving but not so much for actual gaming that requires reading data directly off of the drive at high speed.
Gamestop's free shipping threshold is $79.

As the OP says, though, they're SMR drives, which means that their read/write speeds are pretty slow and not the best for actual gaming.
So you can use this, or another drive, to use as a drive to offload games your not currently playing but it won't work to play games off of.
It's like paying extra money for Nintendo Switch branded SanDisk microsd cards.

My guess is they branded this for PlayStation due to the color scheme.
Just be aware the series s/x will only load games directly from internal storage and expansion slot.

Somewhat related but I recently bought a 16TB HDD for my Series X mainly to play my Xbox One games as well as moving Series X games there whenever I'm not playing them as I have crappy internet x.x

Yes the drive can be reformatted. These drives are sold pre-formatted to work with the system they are designed for. But you can reformat them for: PC, Mac, Chromebook, PlayStation, Xbox, etc.
