If you're looking to buy used, bulk LEGO, they tend to sell for around $5/lb without mini-figs. The best deals can be found locally via either Facebook Marketplace or yard sales if you can find any decent ones. You'll probably need to be quick on Facebook marketplace depending upon your area. There are plenty of collectors and resellers that keep an eye on LEGO listings and will snatch up anything close to a deal almost immediately. You can often find bulk on eBay for similar prices, sometimes with shipping included in the price. Listings that will take the best offer can be your friend. Most of them have been listed for a long time and you can get them much cheaper. Goodwill's online auction site used to be an okay option but the prices have skyrocketed over the years. Plus, if you can't pick it up and avoid shipping costs it almost negates any deal you'd find.
Buying used you'll need to be careful about what you're purchasing though and it will require some time to clean and sort them. I've never found any clearance or sale sticker on any LEGO ever at a Walmart near me. Also, 80% of the LEGOs are kept locked up behind glass doors.
