The fine print says "Valid 2/28/24-3/8/24 at participating stores. While supplies last, use Venmo in the Starbucks app as your sole payment method on a purchase of $20+ pre-tax and 100 Bonus Stars will be loaded to your Starbucks Rewards account within 48 hours. Max 133,333 rewards available under this offer. Excludes purchase of Starbucks Cards."
Despite the fine print not mentioning it, just adding $20 to your existing balance using Venmo will earn you 100 stars, good for a free cup of coffee or a bakery item. My 100 bonus stars showed up in a matter of minutes.

Then go to add funds in the Starbucks app (Scan tab, on your Rewards account there's an Add Funds+ option) and load $20 from Venmo.
