Does this just kill the ticks or prevent them as well? I have a boundary, a fence that I want to spray, it's 120ft roughly, so I want to treat the fence to stop ticks from crossing over.

This and backpack sprayer is what I used for my backyard , over an acre surrounded by trees 1/4 mile from a large pond

Don't have a flea or tick problem, but N42 to see how it does on mosquitoes, gnats, and other no-see-ums around the deck this summer. Anybody else's experience?

Exposing yourself and your children to chemicals is far worse than anything you described.

unless they are spraying this on themselves, there is no risk to using things like this. As long as you follow the instructions on the label, normally they all state "wait X hours before allowing children/pets into the sprayed area. wear PPE as spraying"

When I use these products myself, I normally give it a full day before anyone goes out to the sprayed area just in case.
