No not strong enough to loosen.
You would want a mid torque size that has 350-500 loosening torque not 150 like this one.

I got the same one last year for $59. With a 1.5Ah battery it's good enough to break away lug nuts.

Oh yes I was surprised that with a 1.5Ah this guy loosened the lug nuts put on by a compressed air impact at a sketchy tire place. It also helped me to loosen my water heater's anode rod - highly recommend for that purpose since it's so much easier vs. doing it by hand.

Tighten the anode rod by hand though.

I've owned this tool for almost 2 years and it does great on lug nuts with the normal sized battery and I'm sure the small one will work but you'd just need to charge it more often. With the large battery I can take off at least 10 to 20 wheels at least. I keep this tool and the 24v air compressor in my trunk all the time for work on my boat and insurance on changing a flat tire. My son uses this to do commercial work on heavy semi-trailer chassis and it get him by but he'll wear it out eventually at that rate.
