Possible fish for this aquarium could include: cherry shrimp, ember tetras, sparkling gourami, and maybe endlers. Check out aqadvisor - It can help you determine the bioloads, compatibility, pH, temperature, hardness, filtration capacity, and water change schedule of selected aquarium species.

5 gal is way too small for most fish. Even a betta. Perfect for a shrimp tank, nothing more.
Maybe not great for betta but I think guppy should be fine as long as you can control the population.

fish food and water conditioner are the bare minimum. you can get decoration and substrate if you want something nice to look at.

I've had this same tank for almost 8 years running constantly and it still works great. Cleaned it and set it up for a beta for my gf and even the lights still work perfectly.

Well, considering bettas live in a plastic container at your local pet store, I'd say it's an upgrade.
