Here's a list of Free Xbox 360 DLC. Feel free to reply below if I'm missing any not shown. Some of these games are backwards compatible and will work on Xbox Series S and X consoles.
Even though they are free they won't let me complete the purchase without a payment method on file. Unlike the Epic game store which I've never entered any payment info but still allows me to purchase the free games posted here occasionally. The list is appreciated though, thanks.
Also, last August Microsoft announced that purchase of games, DLC, etc. for 360 will be cut-off:

Privacy dot com virtual credit cards.
Set up using a $1 limit one time use, then once it's in as a payment method you can kill the card and boom you're now behind their "pay wall"
I do the same with my kids epic accounts, but pause the cards so they can't make purchases 😉
Even after adding a valid CC, it returns back to product page asking to enter CC again.
M$ sites are seriously broken, not mobile friendly, and they have different domains for different platforms. They should learn something from Playstation store
Doesn't work for me sadly. I keep getting this button "Change payment Method" when I put in my credit card multiple times. It went through and when I want to claim the dlc, the same change payment method button continue to appear. I triple checked the credit card and all the information is accurate and it doesn't allow me to claim the xbox 360 dlcs

Unfortunately, you have to set up a payment method and purchase via a 360 console or the emulated dashboard via your XBox One or Series S/X from what I remember. MS removed that ability from the website a while back. It's frustrating and a hassle.
