Notice the difference in wording between this and the Office Depot Chase offer. On the Office Depot Chase offer, it says "Earn 5% cash back on all of your Office Depot purchases, until a $5.50 cash back maximum is reached."
However, on this offer, it says "Earn 10% cash back on your The Home Depot purchase, with a $54.00 cash back maximum." And then it also says later "Offer valid One time only." (which it did not say by the Office Depot offer).
So it seems very clear that this will only work on your first purchase, and not multiple purchases.

Yeah that's kind of the point. Offers are designed to bring in new customers not to give existing ones discounts, at least that's what I would do if I ran a business. Same goes for Amex. I am pretty sure that on the back end there are spend analytics that analyze your spending/patterns and target offers based on things you might be interested in.
For those of us the do shop there regularly, and have their credit cards or belong to their pro Xtra program, this offer is useless as we get regualr offers for 10% off to use their CCs. So to your point, this is for bring in new customers.

Lots of these things are time consuming and only get you like $3-$5 for the time spent fooling with it, no matter what the percentage.
The home depot @ $54, dell @ $100, best western $32, those are not the usual
BTW 19 is a lot of cards, so double the click fatigue and accounting for you
