It does. I actually got 3 of them for future birthday gifts and the 20% off applied to all three.
It could be a bug on desktop page vs mobil or they havent fixed the "regional" thing yet. but it does not work on my target desktop version.

2. Educational Insights Barnyard Bounce Board Game.
