The Costco deal is for the Matter certified plugs, which these don't appear to be.
They are simply different product lines. Tapo has it's own app and vis versa.

Why did TP-Link do this? That's anyone's guess. They seem to be direct competitors for the most part.

I heard something about Tapo app supporting kasa devices at some point, but you would have to look into that yourself.

Personally, I use kasa devices and python-kasa, so I'll be sticking to the kasa product lines for the time being.

HomeKit support through Matter is an absolute must. I value my privacy so I only use it through HomeKit
