These machines were announced around 4.5 years ago (sept '19). They've probably been in service for around 4...about half of most computer gear lifespans, as properly maintained desktops get around 8-10 years of life.
With refurbished, you're delaying eWaste while saving significant amounts on the cost. Computer hardware has been very capable for the 5-8 years -- although there have been performance improvements and more power efficient components, unless you're pushing a machine to the limits, you'll be hard pressed to observe a normal/office use difference between an 8th gen and a 10th/11th gen. If anything, it'd be a modest improvement when compared side-by-side.
And the specs are very decent -- video upgrade, reasonable SSD size, and 32gb ram. That's considerably more than most entry-level systems even in 2024, which still tend to be a paltry 8gb ram and 256gb ssd.

The ones that always get featured here are mostly meant to be desktops, since they aim for the smallest case possible and the fewest server-like features. They'll be fine for plugging in one or two external hard drives, but it's not really a cohesive server compared to other options.
If you want one that functions best as a server, look for ones with multiple ethernet ports and as many USB ports as possible.
That way, you can expand your storage either with a NAS or DAS.
For an even better setup, you can buy an N100 motherboard that fits ITX NAS cases. It requires more tinkering, but the end result is a single case server that can rack mount multiple hard drives.
However, as I mentioned earlier, you can host Plex on a Raspberry Pi or even on certain routers. It only takes a powerful system if you're transcoding video or running more than 4 (ish) streams simultaneously.
In fact, you can probably run Fortnite on the lowest settings with what's included and bump it up to medium with a cheap graphics card upgrade.

Microsoft themselves released a patch for systems that don't fully meet their TPM requirements, so you can be assured that this isn't something that's going to get you in trouble down the road (though part of the reason for having the latest TPM is to avoid security issues, so browse the internet carefully).
As for the wireless adapter, a USB one with an external antenna is your best bet. If it supports 802.11ac or 802.11ax, that's all you'll need. Alternatively, some routers are capable of acting as wireless access points. If you go that route, you can simply plug it into the ethernet port and not take up the USB port, while likely also getting better reception.

I've owned a number of Optiplexes, including this model; have had no hardware failures.
The only real weakness of these Optiplexes is a small, non-standard power supply, usually around 200w. I've used GT1030s to get 4K, wouldn't try much more than that. These are not gaming platforms.
