The fan speed still can be controlled by your motherboard. I picked up the 3 pack Thermalright TL-S12-S X3 fans and they are as good as the NZXT/Corsair fans I had put in my other computers. I also like the Cooler Master Sickleflow 120 v2 fans.
What makes this a good deal? And who buys non-PWM fans these days anyway?
I recently did a new build with the Antec P20C. I believe these are the fans that came with the case. To be honest, they are just cheap basic fans. I replaced them with some better fans. But at $3 per fan, it might be worth it for a budget system.

Much better off splurging (slightly) for some P12s

Is there a big difference between the P12's and these?

Depends on the motherboard I guess. None that I've used since ~2006 support controlling 3 pin fans, but I'm sure it exists.

Pretty much most motherboards that support 7th gen intel and newer, am4 and up have voltage control for 3-pin fans in the bios.

Can you tell if mine does. I just got this board used and I don't see any mention of it in the manual:

Just curious how you will rate Artic P12? I was thinking of getting that for my PC. Also, any suggestions for 140mm fans?

Desperately want to replace the fans on several of my printers so the house doesn't sound like it's about to bear Chuck Yeager's record but I would need a buck converter for each of them and the to print a new modified case for the part replaced.
