Lots of open-world games put up hurdles to your next quest to pad playtime -- either they put you far away from the next quest objective, requiring you to travel, or you must do some other errands before. This is so the game isn't beaten so quickly in a few hours.
Shame that the story doesn't sound engaging enough to suffer through the hoops

This is standard in most of the series. The point is to sneak around or stealth kill so you aren't detected and don't get into fights.
>You're also very often punished for killing. Almost every time you kill someone, there's a civilian around to see it, which raises your wanted level, and then you have to go rip down posters or bribe a guy.
If you're caught. The point is to not get caught. I finished the game without paying to have my wanted level lowered. It would go down eventually and it's not even a big deal during the game. Run, hide, or kill the pursuers.
