This has a significantly better CPU, but you give up 1TB of SSD space and trade down from DDR5 RAM to the older DDR4. I personally wouldn't pick the lesser CPU, especially for photo and video editing.
DDR4 vs. DDR5 is a non-issue for most people. Going down from 2TB storage to 1TB storage may or may not matter for your needs (but an SSD is easy to add or replace). The CPU is the one big difference. You can't unsee an i7 at this price.

Spent $786 inflation-adjusted for a Lenovo i7-4700, 8GB RAM, 1TB HDD, and iGPU eleven years ago. This rig would come out to about $1100. That's 24GB RAM and a GPU for $314. Not too shabby if you have a Costco membership and want to deal with perhaps the worst tech company on the planet.

Are there any open NVMe M.2 slots in this? I got my son an HP "gaming" PC a few years ago, but inside the case is pretty compact and doesn't leave any room for additional upgrades.

The most you can hope for is a 3.5" bracket. Luckily, 2.5" SATA SSDs can be mounted virtually anywhere with double stick tape.
What I would recommend is to not sleep on external storage, whether it be a full NAS or just an external enclosure.
NVME is great for a primary drive, but the cost/performance ratio staggers pretty quickly when you start using them for non-specific auxiliary tasks.

but CyberPowerPC got better looking case
and I don't think you can do much upgrade on oem HP PC
