They go by the invoice and don't count the 15.00 Target card as a discount. But then I talked to Target to verify if I spent 70.00 worth, that I would qualify for the 10.00 Personal circle reward in my acct.
Come to find out on the Target invoice, they DO take the 15.00 (Target gc) off the invoice so it is correct that you'd need over 65.00 to qualify for the rebate.
My order totaled 83.14 so I felt like I was over the 70.00 purchase to qualify for the 10.00 discount. They told me over the phone that since the 15.00 comes off the invoice, that I'm short the 70.00 spent. He said as a courtesy he would still add the 10.00 to my acct when promo expired on the 14th. He said I could expect to see the 10.00 reward by end of day on the 14th.
So I will qualify for the rebate and I will get the 10.00 reward.
Just a heads up for those that had the additional Circle rewards in their accts. Make sure your final total minus the 15.00 gc is enough.
I've done tons of P&G rebates and never had an issue and they pay quickly.

EDIT: Just submitted my rebate and honestly not sure if I will get it. 2 problems. 1) I could not even enter my item total because my total was lower than 2 due to redcard and rebate. So I just took my total and divided by 2 for item cost but it clearly shows 27.69 for each item. 2) I could not print invoice because I had 2 invoice and the $15 GC was on a $15 invoice and papertowels were on one for $40. I just printed screen from order detal page and hope that sticks.
Submitted on Monday with the order confirmation email, the total before taxes was ~$55.

The email lists the price for each item without the GC being deducted from the item total.
