All i know is that dell requires specific graphic cards to work properly that made for dell xps desktops

They use less power to work with the limited PSU in dell desktops
They are not the same as retail units
You make it sound like these are permanently inferior units, which is completely disingenuous.
The components on the card are no different than any other reference card. In fact, they might overclock just as well as the "OC" editions because there's no selective binning happening with these.

460W with an 80Plus Platinum is more than enough for this system configuration.
If you need a different configuration, don't buy this.

So you're looking at buying a new power supply, a new case, and whatever harness is required to get an off the shelf power supply to work with this motherboard.
That leaves less than $150 to offset the cost of the 4080, unless you really skimp out on the case and PSU.
I really think you'd be better off just going for a deal that already includes a 4080 or assembling something piecemeal.
512GB is understandable, but only because Dell offers tiered upgrades and they aren't gouging for it with this discount.
Price out the system by component (if you use PC Part Picker, don't include any of their weird BS gimmick selections) and you'll see it can't be had for less than this discount.
