Beep is a dead battery, did you charge both and try them ?
Yep fully charged batteries before first use… also didn't auto switch to 2nd battery either when the first battery had one bar left. Just kept beeping and wouldn't turn on… until I left it to sit for a few. Then it did it again.
But I think I got a dud. There were other smaller issues like some of the sticker labels were put on all badly with creases / misaligned and the painted area had a chip exposing the steel and the finishing on it was just really sloppy.

If the battery is a little loose when you put it in, the mower will do what you described when you get enough rattling...but can't explain the cosmetic issues. Mine issue was fixed when I jammed the battery in harder and hasn't happened again for a couple seasons now.
