I have seen folks who have no plants add mulch next to their external wall. Whats the purpose of adding mulch adjacent to external wall? Isnt it bad, since mulch retains water/moisture and cause moisture to be absorb closer to house?

Depends on your climate, but you want your soil to be average in terms of moisture so your foundation don't shift. My guess is you're in a dry area, especially during drought prone period, or your city meters your water usage, so the mulch helps retains that moisture and prevents the soil from cracking.

Or it could just be cosmetic or not wanting to mow up close to the house.

I had this exact same problem several years ago. I put a line of new brown mulch down next to the faded stuff. Took pics showing the extreme difference as well as the whole area I'd mulched, and went back to Lowe's.
Told them they needed to honor the color guarantee and showed my receipt for 70+ bags that I'd just bought a few days prior.
There was some back and forth with the manager, but he eventually DID provide the full refund.
I haven't bought the Lowe's mulch since as I feel it's sub-standard compared to the Earthgro.

I question why they say mulch can suppress weeds. Any medium that is used to top a garden bed is victim to weeds unless you use a barrier or preemergent. For what it's worth, I'm speaking from years of experience and not an AI generated article.

It's hard to answer that question, because manufacturers use different dye based on the colors. I would be more concerned with the material the mulch is made up of. Most of this recycled wood has creosote present in it as a preservative. A majority of these recycled wood is sourced from pallets. Pallets can be carrying perfectly safe baby diapers or toxic materials. Pallets live a rough life. Sitting in dirty warehouses, back of trucks, have fluids leak on them, sit next to the road for weeks. I could keep going but you get the idea. Just throwing black compost out there as a safer option.
