These are not terrible cameras, there are much worse out there, but fact of the matter is these random generic names last until the products start failing or they get sued over something, at which point they change to a different name. They trademark and get web domains en masse and just cycle through them over time. Some of the better ones may last a year or two, others a month.
The reason the names are so random and nonsensical is they are required to trademark to sell on amazon, walmart, etc, and it is much easier to trademark gibberish than actual words, especially when you need to frequently change your name.
Look at their website, all cameras are sold out and they don't even list this one. They are in the process of closing up shop.

Getting native 4K is not hard these days, especially since this is a Starvis 1 and its successor has been out a couple years.
Where most of these sensors are lacking is light sensitivity.

Yes, movies are generally 23FPS, which is why motion blur is present in all of them.

I've never seen motion blur in a movie theater or blu ray, and 23-24 FPS is standard on both. If you're seeing motion blur (especially to the point you can't read a license plate in the movie) in those scenarios, something isn't set up right or the equipment is no good.
The most important thing is the quality of the image sensor. If this one actually has the Sony sensor it claims to, it is a decent one. The amount of compression is the TBD part though. 4k 20FPS plus 1080P for the rear is going to require a lot of compression to store a reasonable amount of time on a 128G card.

30fps is slightly better if the object is moving past the camera <15mph maybe you can make out the letters and numbers. 20 is a blurry mess.
But assuming you want to cover yourself against some insurance scammer that cuts you off and slams on the breaks this would be just fine.

Typically, it's just time and date, but even that can get you into trouble with the right math.
And, yes, I can be "pretty sure" that I've seen this brand sitting on a shelf in Walmart sometime in the past 5 years, just as well as that guy can be "pretty sure" that they're just another randomly generated brand name.
They typically don't do dash cams, so it was probably a jump starter.
Your likely only familiar with them due to the shill posts like these posted by SD staff that are sponsored by 3rd party sellers like AUTO-DIRECT as well as Amazon sellers with "coupon codes".
Up until and including today, Walmart has only ever carried Jump Starters made by brands like EverStart, Schumacher, Stanley...etc on their actual store shelves.
