These are not terrible cameras, there are much worse out there, but fact of the matter is these random generic names last until the products start failing or they get sued over something, at which point they change to a different name. They trademark and get web domains en masse and just cycle through them over time. Some of the better ones may last a year or two, others a month.
The reason the names are so random and nonsensical is they are required to trademark to sell on amazon, walmart, etc, and it is much easier to trademark gibberish than actual words, especially when you need to frequently change your name.
Look at their website, all cameras are sold out and they don't even list this one. They are in the process of closing up shop.

I'd like to iterate that I am not arguing for a 20 fps camera since they're generally awful. Except something being 20 fps doesn't make it inherently unusable and awful for a dash cam purpose. It's just typically awful because the manufacturer cheaped out on garbage and stuffed it inside. And if they do cheap out on garbage, more processing time on an image (if you're limited by compression) may be needed to make an image clearer.
You know what sounds more plausible, works just as well, and takes far less time?
"Hey, where can I email/text this footage to when I get home?"
Police will certainly view the accident at the scene, if you make it easy for them.
Dude even brought up having a spare SD card to give as a copy, to the cop.
Getting their contact to email them the evidence is not bad either, should they lose the card.

I'm glad you clarified that you weren't arguing for 20 fps being better but worrying about the wear and tear on a memory card due to a high frame rate is just rubbish speculation. As long as you use a memory card designed to be used continuously the dash cam itself will wear out way before the memory card does.
30fps is slightly better if the object is moving past the camera <15mph maybe you can make out the letters and numbers. 20 is a blurry mess.
But assuming you want to cover yourself against some insurance scammer that cuts you off and slams on the breaks this would be just fine.
My 10 year old dash cam is 20FPS and 720P. Can read license plates fine even when moving toward me at high speeds. It obviously uses compression but nowhere near as much as a Wyze, Blink, Ring, etc cloud camera does.
There is no way to tell how much this particular camera compresses video, could probably find a review somewhere that says how many hours it can save to a certain size SD card then relatively easy to calculate it from that. My Wyze home cameras are around 10MB per minute which is a ton of compression considering they're 1080P. My old dash cam is around 60 megabytes per minute at 720P. Still a lot of compression, but nowhere near as much.
Dash cams aren't IP cams and tend to save much more data to SD than the cloud cams do (since the cloud cams are designed to not consume too much bandwidth, as that costs the manufacturer money, and they just save that same highly compressed video to the SD card too).
Now if we're talking about using one of those cloud cameras in your car, then no, it is not going to be a good idea (for many reasons, and the 20FPS being the least of the worries in that case).
Motion blur has no relation to compression.

The police departments themselves make no qualms that you should "expect the worst and hope for the best", so I don't know why you would want to make people think otherwise.
I'm glad that your particular issue got resolved that way, but that's always going to be a guaranteed outlier.
Police are not required to accept evidence during a traffic collision, especially if there's no perceivable traffic violation.
Like I said in a previous comment, the dash cam footage is primarily for your insurance company.
You just made this up.
I check my every time I start my car.
I actually leave the screen on always.
Make sure it hasn't glitched.
