Yes it will. ExtraBucks need to be used all at once. If you pay $0.98 using the $5 EB, the remaining $4.02 EB is lost. It's best to spend the remainder on another deal (preferably one that gives you more EB) in the same transaction as the toothpaste so that you waste as little of your EB as possible. This thread for this week's deals might help.

thanks for reply and info. I was interested in detergent or aveeno but didn't see any good deals there. my $5 expires on 5/6 so hopefully better sales there

More than I can say about our thieving government. Taxing on the full price is ridiculous. I bet there are plenty of politicians who would love to tax on MSRP of everything. If an item is discounted to $1, you tax on that $1, not the $10 they think it is worth.
