10% extra is ~91% of the item price (Freedom cards with ultimate rewards)
25% extra is 80% of the item price (Ink cards with ultimate rewards, Sapphire Preferred, perhaps others)
50% extra is 66.7% of the item price (Sapphire Reserve, JP Morgan Chase Cards)

The new iPads will be a likely exception since they will likely be full retail everywhere.
This deal usually repeats Nov 1, and can often be good for the new phone and watches for the year.

It does have the $300 travel credit, which offsets the $550 annual fee. If you treat that the same as cash, then it's net $250/year for the annual fee.
Assuming by $1500, you mean 150k points:
50% Bonus: 150,000 / (100.0 * 100/(100 + 50)) = $2,250.00 Effective at the Apple Store
25% Bonus: 150,000 / (100.0 * 100/(100 + 25)) = $1,875.00 Effective at the Apple Store
10% Bonus: 150,000 / (100.0 * 100/(100 + 10)) = $1,650.00 Effective at the Apple Store
The $1299 13" iPad Pro would be a little under 87,000 points (plus tax) with a Reserve or JP Morgan Chase card with the 50% bonus.
Note that tax effectively gets the 50% bonus, too, since the price is reduced by the points.
