If you've ever heard of auditing a class - that's exactly what this is. You get the knowledge, but you don't take tests or get actual credit. It's like sitting in the classroom as an observer, but the advantage of it being online is that the courses are self-paced. You do have to pay, IF you want a certificate verifying that you took the class.
Many colleges and universities offer similar programs. Googling "free Harvard courses" brought up the link above. Substitute "Harvard" with the name of the school you're interested in to see if they offer a similar program.

Engineering is a pretty big word that encompasses a ton of stuff. I've done engineering work under someone who was working on multi national highways who went to college for geology an was just transferred to the engineering dept iirc. Took me under an hour. Works for the federal government now (or the state or city municipality in a area close; dont remember the specific words) An on the other hand think I know people with engineering degrees an more who decided to work at hardware stores. Both agree it's just a paper to show employers 🤷

I'm not putting down electricians - it's a great trade - but an electrician and an electrical engineer are two very different things.
