Edit: I've personally traded in several devices (phones and watch) in Mountain View. In all instances they physically took the device and gave me credit instantly. I can't personally vouch for the other stores.

I did trade-in with an old iphone 6 last year for a pixel 5a to flip. No trade-in issues either.
I have google smart products so worst case I can use this as a basic tablet or a hub (without the dock). After trade-in, I am paying $35 in taxes out the door. So in my mind, $35 for a smart hub or whatever I get for selling the tablet is pretty slick.

I was thinking about trading in an old iPad for the tablet without a dock - $399. I see that my Amex Blue Preferred credit card reimburses up to $300 if a seller won't take a return back within 90 days. If this just works like a credit from Amex and not a chargeback I wonder if this will avoid what you just stated.
How are you guys handling the 14 day return window if google doesn't honor the trade in credit estimate?
