My desktop is having issues, been looking for a deal on upgrading but I would like to be able to pull out the geforce rtx 2060 and put it into something better, but the card is long. I've been using my laptop for the time being but these deals are tempting, even as an alternative to using my old dell laptop from 2016.
SFF, you need a single slot low profile card.
Best value card is something like the RX6400[ebay.com]
If you go to MT format case, you may be able to fit some short 2 fan GPU, but it will be a tight fit. The single fan (itx) GPU will fit.
The other consideration is the power supply. You will have to upgrade to a more beefier one.
I'm someone that always buys new, spent $4K on my Alienware 17.
That said, for a desktop, I would take a refurb $200 Pro machine from Dell over anything at Best Buy, etc., that is new. You're getting the Pro Windows, no dealing with online/only accounts.

I can't speak for BlueIris, but I run a jellyfin server on a 4th gen xeon with transcoding done by a Nvidia T400 video card and it'll transcode up to 14 simultaneous 1080p streams without really taxing the CPU at all. From what I understand Intel's QuickSync from 7th gen on up can handle even more than that directly in the iGPU. Unless BlueIris is doing something beyond just encoding video streams to tax the CPU, I'd say you should be fine.

Why would you need a brand new desktop vs a refurnished? How are you intending to use a desktop? I can see this dell lasting for another 8 years for my parents.

Adding a USB Wi-Fi adapter should be trivial, inexpensive, and provide the needed functionality for many basic applications (browsing, e-mail, etc.) without necessarily requiring you to pay too much attention to adapter type, etc. While it might be worthwhile to give some attention to which USB ports you use, there are plenty of applications where you'd be unlikely to notice(!).

What's the best Nvidia graphics card that a box like this can take? I think it's limited by the sff and power supply?
Correct. In addition, the video card is functionally limited to a single slot adapter model given the location of the PCIe x16 slot and the power supply size/position.
This eliminates a lot of the fun new models (like the newest 3050 6GB model available in dual slot low profile options) and restricts you to something like the GT 1030.
If you're looking for a little more raw horsepower without getting too creative with saws and PCIe risers you might consider a Quadro based solution as many of those will be available in low profile, single slot solutions and are often plentiful in the resale market from other Dell SFF systems. The T400 or T1000 models would conform to your system power and size limitations while potentially offering greater flexibility than the GT1030.

If you want to use that GPU in an OEM system, look at one of the workstations like the HP Z2 G4 Tower [ebay.com] or Dell Precision 3630 [ebay.com]
