Correct. In addition, the video card is functionally limited to a single slot adapter model given the location of the PCIe x16 slot and the power supply size/position.

This eliminates a lot of the fun new models (like the newest 3050 6GB model available in dual slot low profile options) and restricts you to something like the GT 1030.

If you're looking for a little more raw horsepower without getting too creative with saws and PCIe risers you might consider a Quadro based solution as many of those will be available in low profile, single slot solutions and are often plentiful in the resale market from other Dell SFF systems. The T400 or T1000 models would conform to your system power and size limitations while potentially offering greater flexibility than the GT1030.

This can make a pretty decent gaming system. What you want is not Nvidia, though. You have to go ARC a380 low profile. That will give you pretty decent gaming power and very modern (it just came out this year). Also very low power so no need to worry about the PSU.

A380 will give you a very good gaming experience on quite a wide range of games. look it up.

Depends upon your level of effort/expertise as well as your definition of terms. Cyberpunk, Fortnite and Roblox are all games - but all make significantly different demands of their underlying PCs.

Dell Refurbished often has Precision desktops offered in their Workstation section which either come with equipped with professional variants of graphics cards or easily support adding such upgrades later (with associated power supply support, etc.). This might be the discount to watch for if you're looking for a deal on a maximum horsepower option.

The non-workstation towers are going to support full size graphics cards... but not necessarily their power demands (limiting your options for cards or forcing you into something beyond the capabilities of a self-declared newbie).

The Small Form Factor PCs further limit your graphics card options to the point that only a very specific subset of games might be well-served (eSports games with near non-existent GPU requirements and/or whatever manages to perform acceptably on something like a GT1030).

The Micro Form Factor PCs generally lack an option for dedicated graphics so might work for lightweight fun like Roblox or Minecraft but wouldn't generally meet anyone's traditional expectations around a gaming PC.

Some of the real value for entry level gaming platforms on Dell Refurbished are those hidden gems with dedicated graphics, like the workstation laptops or AIO with GTX 1650-level graphics onboard.
