As another member mentioned in this thread, this also happened to me. I have purchased more than 30 cards at giftcards.com, this is the first time that my card was declined at the websites where cards from giftcards.com used to work. It appears that the initial card registration during card redemption was not completed due to their internal system issue but the status was not sent back to the UI to re-try.
Here is what I learned and hope it will help someone.
- If you card was declined, call 877-944-3822. Select * to talk to the customer service.
- The automated system will ask you to input your card# and security code. Then it will tell you if your card is active or not. If your card was not activated, it will activate for you. By now, you should know if you were also affected by their internal system issue during the initial registration process.
- If your card was not activated during the initial registration process, your billing address would be empty. You do need to proceed and talk to customer service asking to add your billing address and phone number to each card. In my case, I was on hold for 15 minutes, but the CSR was patient and friendly. There is no way to add you address through self service since the UI considers you have already done that in your redemption process.
At first, I did not realize the root cause of my card was declined was their internal system issue during my initial registration process. I tried to use my card again after their automated system activated my card without holding for a CSR to add my address. I ended up getting my card declined again. Most of the merchants do require you to have a matching billing address registered on the card.

And by flipping it quickly, there's no printouts or e-mails to forget about (thereby losing some or all value through fees -- or forgetting about it entirely). It took about three minutes of my time and I "saved" $15 or more.
However, I will point out that I always wait at least a week before doing so because oftentimes if you charge something on a visa credit card minutes after it was activated, there might be some kind of fraudulent flag raised so it's always good to wait a period of time before using gift cards that were just activated/paid for

I'm not sure if that was the card that they used - I think there is a credit card with Bank of America that pays 3% as well
Ended up saving $12.15 immediately. My Capital One Quicksilver Card had an additional 2% CB offer via click-through the Capital One portal, that hopefully will credit back $5.75 in a few weeks..
