This is a 4070 ti specifically in this deal. Biggest difference that most would mention is all 4070 (desktop) variants have 12 gbs vRAM except the 4070 ti super which has 16.

The RTX 4070 Ti in the Lenovo is older, but faster than the RTX 4070 Super in the Cyberpower.
Motherboard in the lenovo is better, though that may not matter to you if you're not planning on using the features or upgrading it.
The other differences are sometimes in the favor of Lenovo, and sometimes in the favor of Cyberpower, but they're not as important. I suspect build quality will be better on the Lenovo, but that one's probably not a big deal either.
If they were the same price it'd probably be a wash, but since the Lenovo is cheaper, I'd go that route.

EDIT: Never mind, looks like 4x4 refers to the generation. So, do these desktops typically have any additional PCIe slots for more drives? Just curious.
Not sure if anyone answered your question. PCI-e is the interface SSDs (NVMe) use, not the physical slot itself. Most NVMe go under the M.2 slots. Under the expansion section of the product, it mentions three M.2 slots (assuming one is used for said 1TB) so you have 2 available slots for NVMe SSDs. It also mentions sections for two 3.5" and two 2.5" devices (so at least 4 SATA ports, maybe more but no space to mount?) this is already ample, but you could also add more NVMe via pci-e adapter cards, etc.

Yes because it's like selling candy to children. Big numbers, big marketing terms, and a bunch of lights is apparently all you need to sell hardware nowadays. I can't complain it works. People are spending $2000 to play $60 games in 1080p a format from 2007. I can't make it make sense
A good deal imo...that being said, if you can wait ~6 months, new Zen 5 will be coming out later this year, and prices should drop for previous gen Zen 4 chips.
I personally would stick with AMD CPUs for the foreseeable future.
