Credit card with spending limits for authorized users

I can't seem to find a feature that I want for a new credit card account: adding authorized users, but with spending limits. I have two kids in college and I want to provide credit cards for emergency purposes, but with a spending limit that I can control for their individual cards. I found a Costco business card with this feature, but it requires each "employee" to have their own Costco account.
Does anyone know of any credit cards that offer this feature? I don't find this to be an easy feature to search for.

Each card for an added user is unique with American Express. I also added my nieces to my Discover card and the card number was the same for all three of us. The only unique portion was the security code and of course the name on the card.
Edit to add: The American Express Blue Cash Preferred card has an annual fee of $95, but I make more than that back in rewards with 6% back in purchases at grocery stores alone. You might look into the Blue Everyday card if you don't plan on using the card a lot.
