I remember up til 2021 Texas Roadhouse 6 oz sirloin early dine was 9.99. Even now I think it's 13.99 now. 2 sides and bread

So your premise is flawed.
While the legal basis for the minimum wage increase may not apply, I don't think it's a flawed approach to assume that the restaurant just upped their prices in the same context if the increase coincides with the change in law. Now, if they pass it on to their wait staff or not is a whole different animal. Some restaurant owners may not know any better, saw it on the news and thought it applied to them.
