Not the same thing and they don't always have the same wires. Each NEMA 5-15 duplex receptacle is rated at 20A but only 15A from each socket. Also, the two sockets do NOT have to use the same wires. There are plenty of houses where one socket is switched while the other is constantly powered. That's the whole reason there's a tab that you can break when installing a receptacle to isolate each socket.

5 volt type c is actually great for those dumb electronics that do not support power delivery but offer type c

The last picture is hilarious....

Red X thru the "GFCI Outlet" then shows it charging a phone next to a sink in a bathroom (where GFCIs are mandatory).

I guess you could have a remote GFCI, but still lol.

Not only that, but it's also possible the two halves are fed from different phases in the breaker box (I don't know if it would be "to code" to do so or not, but nevertheless I wouldn't assume they're on the same phase), meaning if you *did* bridge them together you could create a 240v short circuit.

Both outlets would be (usually) in the same circuit, there is no benefit in using both.
As others said, there is a risk if not properly wired…
