FWIW it's listed with the same description of the previous Signature Fitness 25 lbs bumper plate deal. I got that one and received two plates.

Pair? Looks like it right until I go to checkout and then it's showing no "pair" in the description.

EDIT: I bought one. It is two 35 lb weights. 70 lbs total. awesome deal deal for rubber coated plates!

Walmart, for sure. You need some variety. Progressive overload means you want to add a little over time, which you can't do if your only option is to throw another 70lbs on.
