Early on I recall keeping VGA to HDMI adapters for those conference setups which had been built with HDMI structures wiring in case some road warrior came in ready to toss their presentation up on the screen with VGA.
Good luck!

When the computer died in 2020, I replaced it with an Acer i5 desktop computer. The video card had two HDMI outs, and that's it. So I got an HDMI to VGA adapter to retrofit the old monitor.
That VGA monitor, to this date, absolutely refuses to die. When it does, I'll gladly buy a new one, and it'll probably be Quad HD. But it's mostly my kids that play that computer, and I feel like going out of my way to get a nicer monitor would only encourage them to play more Roblox.
The adapters that can do this have an attached power cable, the extra power is usually coming from either an AC wall plug or a USB port.
Also another limitation of cable products like this particular one is that some devices with low-power HDMI output ports (for example, disc players) are not compatible with it; so there is an advantage for a product to have an external power connection.

Cool cable, I'll get one to throw in the pile. I have a decent Trinitron 19 inch monitor to use with this.

So a second gen Chromecast had enough juice to power it up.

The amount of power on HDMI output ports will vary between devices. Including an external power source with the adapter is just good engineering to avoid potential problems.
I have bought a few of these adapters over the years. The ones that do not include a power cable, as part of its design, tend to have more compatibility problems and require some ad-hoc rigging to work with the intended device.
