EDIT: It seems to work on some items still, but not the golf items I was looking at earlier.

It let me stack on mens shoes. I tried again after I found another set of boys shoes but it no longer stacked.

Thanks this worked for me. Certain items will have the 40% off and then on the product page says you can say at least x amount and those items will stack.
