This is ideal as a carry on for most travel trips where you really prioritize carrying capacity, light weight, and flexibility (this can count as a personal item if lightly packed - since there is no support structure everything is flexible, and this can expand into a carry on to bring all your souvenirs back).
The Osprey is what I use when I plan on serious hiking or bikepacking (just used it for a ten day unsupported bikepacking trip) - it's great at what it does but there is a real weight and usable space penalty, and there's no way I'm going to convince anyone it's a personal item. In fact, it's technically not even a carry-on - it's an inch too tall to fit in most sizers (though because it tapers it should pass most visual inspections, though I wouldn't try this on Asian or European airlines who are usually much stricter). That's the penalty of the amazing Airspeed suspension - the bag has dimensions much closer to typical ~45L packs.
I highly recommend both bags for their respective purposes, and both are in fact on sale.

One of the strap buckles broke and they repaired it quickly, shipping covered by them.
Overall, highly recommended for one bag travel.

REI Ruckpack 40l. Have been using it for years for both personal and business trips. Holds a week worth of stuff and has structure/features to double as a light duty overnight backpacking pack. In around 100 flights so far never had an issue in US, Europe or Asia using it as a carry on.
Get some compression packing cubes to help with organization. I use Taskin Air Duo I got from their original kickstarter. Great for separating clean from dirty as the week goes on.

I've taken it on several international trips and it has zero rips or tears. It is apocalypse proof.
It's very comfortable and supported, though if you walk 5 miles in the pounding sun (as I did in a few stops in Europe) your back will sweat.
PS mine came with a mesh water bottle sleeve - not sure if they still have these. But you could easily carabiner a water bottle on the side.

One thing that you did not mention. Is the warranty comparison between Osprey and Cotopaxi. This is one of the main reasons I primarily buy Osprey over other brands of the same price range. Osprey will repair or replace anything regardless of age. Cotopaxi clearly states they won't even fix a zipper due to "they naturally wear out". A good warranty by a company that stands behind their product is a rare thing these days and I support that.
My family has used these exclusively for the last probably 5 years. Wife and I have the 35L and daughters use 28L. I use the 28L if I'm traveling alone (don't have to carry extra family stuff).
Only complaint is no water bottle pocket. They have one on the 42L. Come on Cotopaxi add it in the next iteration.
I have the 28L bags for my kids. Cotopaxi does make a clip on water bottle holder designed for the bags. Unfortunately, it looks like they're not selling it on their site right now.
