Do stock USA versions of this watch have a working blood pressure meter? I read there was a government regulatory issue in the U.S but I think that feature works standard in some other countries. Also, how long does it typically take to charge up from very low battery?

i got this last week from cellfee. it came and it looks brand new in "very good" condition. i got it for $55. i get about a day with it. not great battery but i've never had great battery with watches unless they're just fitness trackers. i mainly got this for the on-board storage for music so i can use that while working out.

Picked this up last week from ebay for 55. Upgraded from a galaxy s3 frontier. In comparison this watch is terrible. Facer doesn't work at all. I dislike the design compared to the frontier. Doesn't have an app drawer that I can find like previous galaxy watches. This is an extreme disappointment. Despite my Frontier reaching it's end of life and no longer supported I'll be returning this 4 and going back to my Frontier, atleast there facer actually still works.

Hypothetically I sync this with my pixel 8......what can it do? Count steps and text?

If you use it with a non_Samsung phone you'll have to go through a somewhat communicated process to get the health features to work. I did it with mine but you might look up SHM mod on Xda developer forum and see if it's something you're up to.
