A cellular watch is a great idea for a kid. Even without a plan you can always make 911 calls from a cellular watch. If you connect it to a plan (through family setup so no separate phone is required) you can track them and call/text. My 13 year old son doesn't want a phone because he doesn't want to lug it around and possibly lose it. He likes his watch a lot (my old series 6). We don't live in a place where the kids can walk to anything so it's great to be able to connect when pickup plans change. It's also cheaper than a phone plan and less distracting, plus he can have it in school where phones need to stay in their lockers.
Don't buy Apple. Just get a Galaxy watch. Don't support Apple nefarious business practices.
While I absolutely agree with you. I'd say Samsung is no different. Locking multiple features (ECG, etc) AND the ability to determine the batteries health beyond "Samsung Only" phones sucks as well. Luckily we can get around the health stuff with SHM mod but not the battery stuff. I guess both are kinda crappy companies when it comes down to it.
If the child doesn't have an iPhone you can set it up as a family member watch on your iPhone, but you do need a cellular version watch in that situation. However it doesn't require an active plan…

This makes me reconsider my plans for buy an SE for my 12 year old. This price difference is only $29. Does anyone have experience with these with younger kids or should I just stick to the SE?
Best Buy has the SE cellular for $250. If you're paying retail, go for this. Otherwise, the SE for $250 is hard to beat. Just got it for my 11 year old yesterday.

If the model numbers posted by the OP are correct, these watches have the oxygen sensor enabled. The product description also mentions the oxygen sensors. So between those two references I'd be confident they work.
Thanks for the correction! I'm now annoyed I bought the non-cellular version from Amazon for this same price a month ago... I don't care much about the cellular functionality (at least currently) but I would have liked pulse ox!

Yeah, I'd definitely wait if I were you.
As we get closer to the release of the newest model, there will only be more deals popping up for the 9. Historically, that has been the case with previous years and previous models.
If somebody needs one today, then go ahead and buy, but if you have no problem waiting for a few months, then go ahead and wait.
