I don't understand why this wouldn't have a single flathead.. It would be the perfect "keep in the pocket" bitset otherwise..

Very uncommon in construction application. Flathead screws are rarely used nowadays for common construction. I think they were marketing that subset.

The intention of these bits is for an impact driver. I can't think of a time where I need to impact a flat head screw.
