The 40% offer is a YMMV. I only saw 35% off (this was before I logged into my account, on a computer from which I'd never logged into chewy before).

If you've ever done autoship at Chewy for any item (not just the item you're trying to purchase), you won't get the 35% off. You might get offered 25% off. And you won't get the WELCOME $20.
You'd have to create a new Chewy account.
