Bought two 10-packs of these back in October. The leg elastic loosens quickly throughout the day. After washing it shrinks back up. So I start the day with it snug against my leg, but by the end of the day there's a gap wide enough to stick my hand through. Feels almost like boxer shorts at that point. Even though these are only half a year old I'm already looking to replace them.

Thin cotton can also have evaporative qualities, and maybe that's what they mean here. They are just clinging to an industry norm to express this concept.
