It's a much bigger SOC improvement cause m3 was a revised 4nm silicon (from m2) and m4 is actually 3nm process so it been benefits from the efficiency to keep same battery life with smaller battery
Apple intentionally staggers product line of having the laptop replacements and MacBook Air get the newest SOC and MacBook Pro gets the max and ultra but much later so it causes an artificial demand for the latest hardware that is niche
